André, originally from Timmins (Ontario), has lived in Ottawa since 2001. Currently, he is an economist with the International and Large Business Directorate of Canada Revenue Agency and has worked within the federal government for over 10 years. He has served on the City of Ottawa's French Language Services Advisory Committee since 2005 and is a returning trustee to the Ottawa Public Library Board. André has a B.Sc. from the University of Sherbrooke (Quebec) and an M.A. from the University of Ottawa, both degrees specializing in economics. André and his wife, Thérèse, have two children: Amélie and Olivier.
